Senator Saxby Chambliss Successful in including the NNMC in 2010 National Defense Authorization Bill

Washington D.C.  June 26, 2009 Senator Saxby Chambliss, R-Ga., announced in a press release his continued support for Swainsboro by including appropriations for critical Warfighter needs and gaps to be conducted by the NNMC and the Center's consortium, the NVC. The funding, if approved by Congress and the President, provides appropriations against which the NVC proposes projects to the Army to benefit the warfighter. The unique structure of the Center seeks to leverage those projects into dual-use, commercial and military, projects. By developing solutions for the warfighter with commercial applications, the Army benefits by having a sustainable supply chain and lower costs. Working closely with the Joint Development Authority (Swainsboro/Emanuel County, Ga.) the Center seeks to improve the local economy by creating opportunities for businesses. It is a model which the Center is pioneering for other rural areas and is already being duplicated. "This is a win/win situation for everyone." said Andy Riley, President of the Swainsboro/Emanuel County Joint Development Authority and Chairman of the Center. "The goal is to provide our warfighters with the technological superiority required for our National Defense. The best way to ensure sustainability for the Army is to find commercial applications. That scenerio leads to jobs and opportunities."

The Center, which is national in scope, is already teaming local businesses and universities with organizations from across the US to fulfill its mission. "These are high tech projects and take time to develop." said Riley. "We are looking at long term, sustainable solutions, which takes patience and dedication. We very much appreciate the vision and support of our Georgia Delegation and Senator Chambliss in giving us the means to pursue this worthy goal."

The list of appropriations sponsored by Senator Chambliss includes:

NNMC/NVC Awarded OTA

An "Other Transaction Agreement", contract W15QKN-09-9-0001 has been awarded to the Center to pursue nanotechnology based projects of benefit to the warfighter. This contract is for 5 years and is potentially worth $20,000,000 if continued funding is appropriated. At present $2,000,000 is appropriated for the 2009 fiscal year. These funds were made available to propose projects against and are not directly funding the Center. The Center formed the Nano Valley Consortium to pursue such projects. Current fiscal year proposal submissions are closed, however the 2010 cycle will be starting in August (2009) and your company or organization is encouraged to join us. What is an OTA?

"Other Transaction Agreements"  are contracts with the government that are outside the standard FAR and DFAR regulations. They are intended to help non-traditional contractors work for the government and to bring new ways for traditional contractors to interact with government contracts.

Generally, OTA's are productive by recognizing the increased concern over Intellectual Property (IP) rights, and can be structured more as a standard business contract which have less impact on a private companies business plan and structure. This scenerio helps to control costs and risks to all parties and has been a successful contract vehicle in the past.

 

Non-Traditional Contractors

It is important to the government to be able to reach Non-traditional contractors, those companies that for various reasons have not done business with the government in the past. The government recognizes that many of these, usually small and medium sized, companies can have a serious impact in the technology areas. The government describes "Non-traditional" as:

 Nontraditional Defense Contractor Defined - The term 'nontraditional defense contractor' means an entity that has not, for a period of at least one year prior to the date of an award made under an Other Transaction Agreement, has been awarded:

 

(a)        any contract that is subject to full coverage under the cost

accounting standards prescribed pursuant to section 26 of the Office of Federal Procurement Policy Act (41 U.S.C. 422) and the regulations implementing such section; or

 

(b)        any other contract in excess of $500,000 to carry

out prototype projects or to perform basic, applied, or advanced research projects for a Federal agency, that is subject to the Federal Acquisition Regulation.

  Who is the NVC?

The "Nano Valley Consortium" is an open invitation group of companies and universities which seeks to develop nanotechnology in the manufacturing / commercialization arena. Projects are sought that lead to "dual-use," meaning benefitial to the military and having commercial viability. Current members include large traditional companies, small non-traditional companies, universities and not-for-profit organizations.

2009 Conference & Annual Member Meeting

No date has been set for the 2009 Conference and Annual Member Meeting. The meeting is being arranged to educate all interested parties in the use, limitations and benefits of the Center's OTA, Project Agreement Proposal requirements and the process by which the NNMC/NVC will coordinate with ARDEC.


In 2008, Ted Glum, Director of the Defense Microelectronics Activity (DMEA), as keynote speaker set an excellent tone for the conference. His first hand knowledge of the state-of-the-art and status of nanotechnology was extremely valuable to our audience. Sharing his experience in providing high-tech solutions to the warfighter was a major part of what our conference series is all about. The other side of the conference is "dual-use": How best to promote nanotechnology innovations for both commercial and military use.

 

Like the successful 2008 conference, attendees will be afforded ample time to interact with other attendees and speakers. Our poster gallery, essentially a great opportunity to enhance your organization's exposure to the nano-world, is part of the admission price. Everyone is strongly encouraged to be both an attendee and exhibitor, a strategy that proved very effective for those who participated last November.
