NNMC/NVC Awarded OTA

An "Other Transaction Agreement", contract W15QKN-09-9-0001 has been awarded to the Center to pursue nanotechnology based projects of benefit to the warfighter. This contract is for 5 years and is potentially worth $20,000,000 if continued funding is appropriated. At present $2,000,000 is appropriated for the 2009 fiscal year. These funds were made available to propose projects against and are not directly funding the Center. The Center formed the Nano Valley Consortium to pursue such projects. Current fiscal year proposal submissions are closed. Your company or organization is encouraged to join us for future available funding opportunities. What is an OTA?

"Other Transaction Agreements"  are contracts with the government that are outside the standard FAR and DFAR regulations. They are intended to help non-traditional contractors work for the government and to bring new ways for traditional contractors to interact with government contracts.

Generally, OTA's are productive by recognizing the increased concern over Intellectual Property (IP) rights, and can be structured more as a standard business contract which have less impact on a private companies business plan and structure. This scenerio helps to control costs and risks to all parties and has been a successful contract vehicle in the past.

Non-Traditional Contractors

It is important to the government to be able to reach Non-traditional contractors, those companies that for various reasons have not done business with the government in the past. The government recognizes that many of these, usually small and medium sized, companies can have a serious impact in the technology areas. The government describes "Non-traditional" as:

 Nontraditional Defense Contractor Defined - The term 'nontraditional defense contractor' means an entity that has not, for a period of at least one year prior to the date of an award made under an Other Transaction Agreement, has been awarded:

 (a)        any contract that is subject to full coverage under the cost accounting standards prescribed pursuant to section 26 of the Office of Federal Procurement Policy Act (41 U.S.C. 422) and the regulations implementing such section; or

 (b)        any other contract in excess of $500,000 to carry out prototype projects or to perform basic, applied, or advanced research projects for a Federal agency, that is subject to the Federal Acquisition Regulation.
